I notice that drivers are part of the Public section. Which drivers are they, and if I'm transferring to a new computer, are they really needed?
Is there a way I can disable the drivers on the command line or with an .ini file to skip them?

Yes, that's a new feature. It handled this party installed drivers.
This feature is useful in case of a computer reinstallation.
If migrating to a new machine with different hardware, it's better to deselect it despite the fact it's harmless as restored/transferred drivers are installed only if there are better than the ones already installed on new system.
Next Fab's release will remember if this items has been deselected so this item will be automatically ignored for next job.
